The Midland LQPs assist the Police Misconduct Panels in cases concerning officers from West Midlands, West Mercia, Warwickshire, Staffordshire, Derbyshire, Leicestershire, Nottinghamshire, Lincolnshire, and Northamptonshire Police.

Midland LQPs

Wendy Evans

Wendy qualified as a solicitor in 1994 and as a Higher Courts Advocate in 2002 and worked for the Crown Prosecution Service for 28 years, prosecuting complex and serious crime. Her specialisms included homicide, domestic abuse, youth crime and wildlife crime.

​

She was appointed as Legally Qualified Chair of Police Misconduct Panels in 2016 and transitioned over into being a Legally Qualified Person in 2024, now appointed to the North East, West Midlands, Avon and Somerset and the North West.

​

Since 2021, Wendy has been a member of academic staff at the University of Central Lancashire and teaches across several undergraduate and postgraduate modules in law and policing, designing, and developing courses, contributing to articles and supervising dissertation students. She collaborates with the Police Federation and Professional Standards Departments to deliver training on Professional Standards and Ethics to student police officers.

Wendy has sat as Tribunal Judge since 2021.

​

Away from her professional life, Wendy is a Trustee of two charities and delivers Domestic Abuse Awareness training to various groups.

Kishma Bolaji

Kishma Bolaji qualified as a solicitor in 2009, specialising in medical negligence litigation. She has represented claimants in complex cases including birth injuries, misdiagnoses, surgical errors, and fatal claims. In February 2024, she transitioned from private practice and shortly after was appointment as a Legally Qualified Person for the West Midlands Region.

Kishma also serves as an Adjudicator, Legal Advisor, and Assessor for various regulatory and public bodies, lending her expertise to multiple sectors.

​

Outside of her professional roles, Kishma co-founded and co-chairs Birmingham Black Lawyers, a community interest organisation committed to improving diversity within Birmingham's legal community.

Simon Barnes

Simon Barnes is dual qualified as a barrister (1999) and solicitor (2003) and is also an accredited mediator. He currently practises at the Bar and is based in Somerset. 
 

Simon has a mixed practice, combining regulatory decision making with his legal work. He sits as a decision maker on professional conduct panels for a variety of regulators in diverse fields including healthcare, tax advice and linguistics. At the Bar, he practises from The Barrister Group, specialising in planning and local government law. He has previously served as an Assistant parliamentary Boundary Commissioner and worked on the most recent review of parliamentary constituency boundaries.
 

Simon’s interest in the police stems from his work as a member of the Avon and Somerset Police and Crime Commissioner’s Independent Scrutiny of Police Complaints Panel. As an LQP, Simon has been appointed to sit in the Wiltshire and East Midlands regions.

Jennifer Ferrario

Jennifer Ferrario qualified as a Solicitor in 1996 and was called to the bar in 2007. She began working in police misconduct in 1998 when she represented police officers all over the country and it was this extensive advocacy that led to her transfer to the Bar. She worked as in house Counsel for Greater Manchester Police 2012 – 2017 and was responsible for creating and updating misconduct processes, and for advising on and presenting complex misconduct cases.

 

Upon joining a set of Manchester Chambers in 2017, Jennifer began to represent police forces as well as officers and continues to do so. Her practice is divided equally between employment law and professional misconduct and Jennifer sits as a Legally Qualified Chair for the General Pharmaceutical Council and as a Legal Adviser for the General Optical Council. Having been appointed as a Legally Qualified Chair in police misconduct hearings in 2023 for the East Midlands and South East England regions, Jennifer has transferred to sit as a Legally Qualified Person. Jennifer is the Head of the Police Misconduct team at Chambers and a mentor in professional misconduct for the Association of Regulatory and Disciplinary Lawyers.

Ashraf Khan

Ashraf qualified as a Barrister in 1999 and is a member of a leading Chambers based in London. He specialises in business crime, regulatory law and inquests. He is frequently cited by the Legal 500 and Chambers and Partners Directory as a leading Barrister.

 

In addition to sitting as a Legally Qualified Person within the West Midlands, Staffordshire, Warwickshire and West Mercia regions, Ashraf also sits as an Independent Legal Adviser to the Fitness to Practise/Disciplinary Committees at the General Optical Council, Nursing and Midwifery Council, General Pharmaceutical Council and the Association of Chartered Certified Accountants (ACCA).

 

Previously, Ashraf served as an Assistant parliamentary Boundary Commissioner and Midland Circuit junior.

Andrew Clemes

Andrew Clemes is an LQC/LQP for Wales, MOPAC, Avon & Somerset and the West Midlands. Andrew Clemes has also had a similar role with the Medical Practitioners' Tribunal Service and the General Pharmaceutical Council. Andrew lives in Swansea and was formerly a lecturer at Swansea University until he took up tribunal/panel work. Andrew is also a Fee-Paid Judge of the First-Tier Tribunal (Social Entitlement Chamber and the Criminal Injuries Compensation Tribunal).
